Visual MODFLOW is often used to develop a model of local flow conditions for designing a dewatering system; this is commonly needed for building excavations, underground tunnels, etc. Pumping wells can be added to the model to represent pumping conditions and the ZONEBUDGET program can be used to determine boundary flows.
